With the new winter tire law in Quebec, will US car rentals have winter tires?

Last time I rented a car from Enterprise last November, they only use all season tires on their cars and allowed their rentals into Quebec. But now that there is a new tire law in Qc requiring winter tires during winter, will US car rentals stop allowing entrance into Qc or would they equip their cars with winter tires? Just wondering.

Logic suggests that you would have to install winter car tires on your vehicle before entering Quebec (rental or not).

How about the rest of Canada?

It doesn't seem fair, somehow...
