With untapped dams already in existence - where is the hydro-power ?

There are dams already in existence, untapped - that could be used to produce hydro-electric power. Since the dams are already in place - why aren't our politicians or business executives smart enough to figure out a way to put them to use ? The biggest part has already been accomplished.

It is difficult and expensive to retro-fit a dam to generate electricity.

I guess because there is nothing in it for them. It seems the politicians are self serving. Instead of putting the tax money to good use, they squander it on nonsense.
