Yes if they have their Yahoo! ID and they have registered to .NET Passport then you can chat with MSN or Windows Live Messenger,those account holders have to be added to your contacts though.

Yahoo messenger allows you to chat with frens on MSN . Ping-away with people who use Windows Live Messenger. They'll also be on your contact list so you can see when they're online.

if they are signed into msn, yes, but they must have yahoo messenger also or you cannot chat.

Yahoo has a feature to integrate msn messenger with it and chat.

If you click on add contact you have options to add msn messenger user contacts
