  1. UAE does not care about your ECNR stamp.

    It is Indian immigration who might not let you travel without the stamp. You will have problems leaving India and no problems in UAE


  2. yea u can   first get a visit visa then go to protector of emigrence in ur state get his  clearence and visit uae
