Women's Rogers Cup?

Question

I went on the official site and it said it started yesterday (26th July). Is this just the qualifying stages? Because I thought it starts tomorrow (28th July). Plus Dinara Safina and Flavia Pennetta have yet to play their final of East West Bank Classic final, and they are in the tournament. Can anyone give an answer to this?

And one last question, is the Rogers Cup and Tier I or Tier II event? Thanks!

I would believe that it's just the qualifying round because it doesn't start til the 28th.  And I think it's a Tier I. I couldn't find any definite information on it, but if 7 out of the top 10 players in the world are in the tournament I would believe it's a tier I.
