Wondering how effective Physiotherapy & meds are for osteoarthritis

I have been diagnosed with osteoarthritis in my knees and sent to physiotherapy who gave me exercises which made my knees and legs ache more. This week she is putting me in a warm pool to do exercises. I am on Naprosyn 750 but the pain does not go away. Should I even bother? I am on a surgery list but considered not urgent. I do work and its becoming increasingly hard to cope.
