Won't start up!

Question

I have just purchased a packard bell notebook bg45. At the shop they reconfigured it to get the shop stuff off. When I turned it on I got a windows error recovery message. 'Windows failed to start a recent hardware or software change might be the cause' and it invites me to log on safe mode or windows as normal etc...when i do this the screen remains blank ! help please.
