Woolwich Ferry. They have 3 boats, why is it that the service regularly drops to a one boat service?

  2. 3 boats exist, but the normal service only uses 2 of them.  It takes longer to unload and load than it does to cross, so if they used all 3, there would always be one queuing.  There are only 2 deck crews, and if one of them is under strength they can only run one boat.
