If you are doing work experience in the uk are your employers allowed to smoke near you if it is outside e.g a park?

Yes.  The smoking ban only applies to enclosed public places that have more than three enclosed sides. So if you imagine a bus shelter with sides on it, it is illegal to smoke in it. If however it's a bus shelter without sides on it, then it is legal to smoke in it.  What you have described doesn't seem to be an enclosure so therefore it is legal for him to smoke regardless of who's there.
