Work permit equals job?

Question

So i had a job interview and the manager did not tell me yes or no to the job. He just said ok get me a work permit. And i said ok will you call me or... He said just get me a work permit.

Does this mean i got the job? Should i get it to him ASAP?

He can't hire someone who doesn't have work permit. I would guess he want you to have work permit so he can hire you.
