  1. Politics.

One of the advantages of electing Democrats to political office is that they seek votes from coalitions.  (Republicans seek votes via consensus.)

Especially with 'women's rights' groups, fascists seek to compel others to think like they think.  The little fascists gain political power in part by advancing rules by states.  Those rules will require all insured people in group policies to be charged for particular services.  Those particular services can include hysterectomy surgery for men.

In other words, phony coverage is mandated by the government.  When companies compete for group policies, they offer much of what is not needed, to people who cannot use those services.  But all are billed.  Unfair, to be sure.

By yielding to corrupt little fascists, the premiums do not reflect reality.  Elective surgery, as an additional example,  has had the detrimental effect or raising premiums.   As premiums increase, employers have fewer dollars remaining for other purposes.  One of the other purposes is better pay for the workers.

However, the advantage is that such harmful actions do gain something for Democrats:

    The votes of twits.
