Workplace gift giving, when is it not appropriate?

we are a small office. Our asst. mgr. gave some hand me down work equip. to a new employee. Later the 2 become friends, and new emp. gave asst. mgr. pricey gift, she is now asst. mgr. Both are great people but impressions say alot. So when is it appropriate?
