World Series Tickets Question?

I heard that there was this website where you could buy tickets for the play offs and/or world series but there was a catch.

You could buy the tickets whenever but the price of the ticket went up or down depending on the team's chances of making to the playoffs and/or the world series. I'm not sure about the return policy there.

I just wanted to know if this website was true and if you know it please tell me cuz I'm looking for world series tickets for Cubs for 2008.
