  1. They First are formed by skiers. I see the proscess on the olympics. They let skiers run around alot. Then they go and make them perfect

  2. Far be it from me to contradict Willie D, so I think this question has two answers.

In the past moguls were formed the old fashioned way.  Grooming the run, having it skied, boot packed, etc. The problem is with this technique there is no way of guaranteeing any symmetry in the mogul field.

At Heavenly in Lake Tahoe, they brought in the snow cat driver from Park City who "made"  the mogul run when the Olympics were in Japan, to make one on the infamous Gunbarrel. There is no special "mogul attachment for the groomer.  You just need the right equipment and driver. Using a "winch" cat, the run was groomed flat.  (Here is a link to what they use in Beaver Creek http://www.usskiteam.com/public/news.php...

Then by winching up and down the run, the driver pushed piles of snow in a checker board pattern up and down the run. These piles were left to cure for a couple of days before the race crew and event organizers arrived with shovels to trim and partially shape the moguls.  They  piled snow into plywood forms to build the different size kickers to be used and boot packed out the landings.  Afterwards they allowed the competitors to ski/slip the run, carving out the tell tale "zipper" lines.

The end result was a perfect looking and symmetrical mogul field, where it was not obvious to the naked eye if one side of the course was more advantageous than the other.

  3. They are made by skiers. When I used to frequent Killington a lot, employees, patrollers, volunteers, etc would ski out the field and boot pack the jumps. I've been snookered a few times to "help" pack out the jumps and bumps. (I'll do just about anything for comps and free beer.)

The resort usually has a few select individuals make the first runs over a freshly groomed trail. Normally they will do this a few days before the event and turn on snow-guns (if available) to give it a fresh coat. The course setters ski a lot of runs and then the other, less talented, but still "resort approved" people help pack out the bumps. Meanwhile, others are building the headwall jumps and packing those by stomping on the snow. Some of these jumps are created simply by turning on the snow guns and leaving them dump in one spot...other times the groomers will push a big-*** pile of snow where the jums are needed. Then the thing is usually rough cut using the plow of the groomer and the rest is stomped, shoveled, cut, etc. by people.
