World leaders in one location at any given time..How does this effect world situations?

If a large number of the worlds leaders are in one location at any given time and a conflict breaks out somewhere across the globe how does this effect the situation? or does it not have an effect at all?

Not at all. They have access to their "cabinet of advisors" via phone and can get back home via their private jets at a moments notice to react to the issues.
