Worth the risk? Home in CBRA zone but 11 ft above sea level.?

The house I'm considering purchasing is 11 feet above sea level, it's certified as "no flood insurance required" and has a less than 1% chance of flooding every 30 years (Flood Zone X). You think it's worth it?

It is however in a CBRA zone so it can not get national flood insurance. Private insurance costs $700/month which I cannot afford.

It's located in Destin, FL (panhandle)
