Choc Ltd are building a new factory, it's a huge multi million £ site & being built from scratch.  As the building work progresses they need more & more scaffolding.  Because most scaffolding companies are pretty small they need to get about 7 or 8 contractors plus a specialist contractor to do a tricky bit or scaffolding round the melting vats.  Choc Ltd now have 9 different scaffolding companies on site, they're recieving invoices left, right & centre but don't know what they're for.  They also have brickies & pipe fitters moaning to them about being stood idle cos their scaffolding hasn't materialised & they need it to get to work.  Al this is costing Choc Ltd a lot of money so a scaffolding coordinator is employed.  The chap's a time served scaffolder who knows all the tricks in the books but he's now turned management so can keep an eye on what Choc Ltd is being billed for, make sure Health & Safety isn't being breached, keep the brickies & pipefitters working by ensuring scaffolds are up & down in time & show pretty power-point presentations to Choc Ltd to show them what they're paying for.  Because he was a scaffolder for a long time he can reprimand the contractors if they're not being cost effective or lodging invoices that were created in fairyland.  The scaff coordinator costs Choc Ltd quite a bit of money but as he's saving them a small fortune each month so everyone's very happy (except the scaffolding contractors cos they can't pull the wool over Choc Ltd's eyes anymore).
