i guess You know that you need to cycle the tank and have a filter up and running for at least a week and that the water quality has to be perfect meaning no ammonia, nitrate and nitrite

yes you could put white clouds in there and i would say about 15  but you don't just have to have one species of fish

as mountain minnows are sub-tropical they hare happy in tropical water or cold water aquariums so if you wanted small gouramis, most tetras, platys, guppies, mollies, swordtails, corydoras, cherry barbs, danios  just check at your local pet store that sell fish and they should tell you what you could put in
