Would I be able to enter a city or state that has a mandatory evacuation?

Don't use the freeway because all lanes point away from the city and use back roads and you might be able to get in

Cool Hobby,but unfortunate once there is a mandatory evacuation no one is able to enter or leave once it is in order,unless you are a first responder(fireman, police and paramedics and that is it.

You would need a press pass to get by security otherwise you would be arrested if caught

All inbound lanes are open to evacuees to leave, so I doubt there's a highway for you to get in. Plus the National Guard is down there. I doubt you can even get in.
