Would I be able to file for a change of address from my new location?

Like, for example, would I have to be in Texas if I'm filing a change of address for a Texas address? Or a forwarding address, I mean? I just moved very far away, but I forgot to file for a change of address, so all of my mail is still going to the old address. Would I be able to file for a change of address from my new location out of state?
