Would I be legal to ship a box of 1000 highlighters from Israel to the US?

Would it raise suspicion shipping that much highlighters?

BTW it's for my brother who's living in the US we trade things to sell online...

Unless they contain a prohibited substance, I can't see why not...  However, I suspect the customs duties (that would qualify as a commercial shipment) and the shipping costs would eat any profits you might have earned.
