No.  As a matter of fact, if you are not blonde already, it will do nothing to your hair except add red-orangey tones to it.  Honestly, as far as those bright colors are concerned, there is no permanent color.  All the bright crazy colors are semi-permenent, which means that they will fade with each time you wash your hair.  I would not recommend mixing red with blonde.  You must look at the base colors that you see on the bottles or the tubes.  Let's say you chose a blonde and the label says 7G.  Level 7 is a blonde, however, the base color (G) stands for Gold.  What is the base color in gold?  Orange/yellow.  Now, mix that with a base red (red color)...red/orange.  See what I mean?  If you have any other questions, feel free to send me an email.
