  1. stop talking stupid. there is NO need to melt ice on mars; why, we haven't even figured out if there's life on mars.


  2. I doubt it.  Melting ice on Mars would provide liquid water vital for human liveability, but Mars is still too inhospitable in every other way to bother making an outpost for humans there anyways.

    At most, we can just send a couple of people there to explore, and they can bring their own water (just like the lunar missions).  There would be no need to melt the Mars ice caps in order to provide for them.
