Would Peter or Zara Phillips become king or queen, even though they don't currently hold a title?

Let's say a catastrophic event took out all of the royal family members up to Peter Phillips. Would he be king?

zara is no longer number 12 to the throne, she has been knocked out by her new niece, Savannah Phillips.  Zara is 13th now, and will continue to go further down the line as more childdren are born to her brother and cousins William, Harry, Beatrice, Eugenie, etc.
