and use it to make sealed compressed blocks useable for construction?

If used for structures, the salts would deter insects.

If used in sections of roadways the salts would [possibly] keep the moisture at a minimum [snow, ice] .

The product would have to be sealed well enough not to leech.

  1. I think you are a little off base, here.  All de-salting plants I know of just dump water of a little higher salt content back into the source.

    To get pure salt, you would have to evaporate the excess water and "dry" it out - big settling and drying ponds.  But then, salt is easily disvolved by water (rain).  I think it would be far more efficient to take sand and make building material out of that (which is what they do where de-salting plants are being used.)  If there is some limestone nearby, it is called cement...
