building & lauching of space ships would be inproved due to low gravity, it'll be like a stepping stone to livin or going to mars, instead of using tons of fuel to escape earths orbit a jet style ship could ferry astronauts to and from the moon much more cheaply & efficiently,

If Earth becomes over-populated, yes. If we need a mining team on the moon for alternative energy sources like Helium 3, yes. In the latter, it would probably be a battleground over mineral rights. Better up there than here. Many good reasons exist for colonizing the moon.
