Would a cordless drill be able to power a bicycle?

Maybe you should elaborate a little bit more. If you mean would a drill be able to power a bicycle with a person on it, then the answer is "no."

If you mean the type of bike you don't ride, then why do you say a person will be on it? In any even I don't think it will work.

Might work if you get a 24-v unit.   Probably wouldnt get you too far tho and you'd have to carry spare batteries.   Certainly you'd need an aluminum frame and very lightweight components....
