Would a electronic warning sign posted every mile or so on a highway reduce traffic backup from of an accident

It might help beacause as soon as u see a sign you take the next exit and drive in front of the accident from the low routes. It wouldn't help if people want to see first-hand the accident and that would cause even more delays.

In most cases, the police don't want drivers exiting the freeway for the side roads.  The increased traffic and congestion would increase the chances of an accident there.  Keeping people on the freeway, where traffic can be controlled is the best policy.

It's also rare that getting off the freeway is faster than just waiting for the road to clear anyway...

No because in many areas the main road is the only route you can take.  If these signs went up then the surrounding areas would be plagued by exiting drivers that would jam up those places.  

The problem is not info about traffic not being available to people.  There are just too many cars on the roads but no one who want to win an election has the guts to tell the truth.

no it wouldn't because you still have a certain amount of people that are going to slow down to rubber neck at the scene of any accident,so it wouldn't help much if any at all,i have even been guilty of that before,and i think we all have at one time or another,good luck.

I doubt it and if it did their probably would be some idiot who would stop at 70 mph to read the sign and cause another accident.
