Well, that depends.  Sometimes both.

When someone is enspelled, such as when Sleeping Beauty pricks her finger and falls under the sleeping spell for 100 years, she is 'enchanted'.

When the Prince kisses her and dispells the spell, and wakes her up, that's 'disenchantment.'

So many fairytale involve both.
