Would a switchgrass ethanol alternative energy incentive plan by the U.S. increase U.S. soft power? I need evidence to prove that it would

No not at all. Ethanol is a good alternative energy source but it doesn't hold very much power. And it waste valuable food sources like corn and other vegs to make it. Waste energy is the best way to increase the US's soft energy. And there is no other use for waste unlike food.
