Would a thin layer of plaster over old termite damage be paint able?

its that it is a little bit but the old paint is starting to crack off there is also a little on the ceiling so does anyone know the best way to fix it?

It depends on the level of damage to the substrate, you can sand down the area and apply wood putty/filler.
