  2. yes if the members are the presidents, diplomats and leaders of every nation..plus...the billionaires and drug lords of every nation...I guess so..

  3. No the United States isn't very subtle.   Although there are a lot of leaders inserted that we never hear about until years later.

There is no way any organization would ever take over the world, even the United States.  There are simply too many players on the international scene to ever let one single entity concentrate enough power or force to do such a thing, even if it was subtley.  If the US did so, the EU or China would put a halt to it, the same goes for the others the other way.  There is a continuous balancing act that the international system plays called the balance of power theory and it demonstrates that all sides will even each other out if one gains too much power, by war or other means.  There is no way we will ever get to a one world, one government rule.
