Would areas around 60N and 60S experience heavy or little rainfall?

What about around 90N and 90S?

  1. There are permanent highs at the poles, therefore little precipitation. The reverse (permanent low) is true at 60 deg. There are also highs at 30 deg. latitude (where many deserts are). To cap things off, the equator, home of many tropical rain forests, gets a lot of rain. In other words, the high and low pressure belts alternate every 30 degrees.
