Cell phones operate in the 800 to 900 MHz range, part of the UHF band of the electromagnetic spectrum which runs from 300 to 3,000 MHz.  Infrared is much higher in frequency than this.  Microwaves are generally considered to start at 1,000 MHz ( 1 GHz).  

Walkie talkies operate in several areas of both the VHF (30 to 300 MHz) and UHF bands.  These areas include 50 MHz, 150 MHz, and 450 MHz.
