A cook uses a set of rules to make a gourmet soup. He is very happy that he is able to apply his knowledge and reproduce the high quality each time he cooks. Does this mean that he also understands those rules?

Let us say that he does not understand those rules. Would he be able to apply those rules to some other cooking task as expertly as for making the soup?
