  1. No.  There's no telescope on Earth that can resolve something that size.  Even the Hubble Space Telescope, which has the highest resolution of any telescope, has pixels the size of football fields on the Moon - it can't resolve anything smaller than that.  You'd need a satellite in very low Moon orbit to see the flag, and we don't have one.
