Would i be able to use grommets for a dog bed rather than sewing the cover on an elevated bed. Are they strong

The grommets won't be the problem. The problem will be the material you put the grommets in. It has to be strong enough to hold the grommets and not let them tear out. Also the weight of your pet will also effect how the grommet holds in the material.

Grommets are strong, but what you need to be concerned about is the material you are using. If you use a thin material, the weight of the dog will pull the material away from the grommets. I'd suggest using a heavy canvas material.
