  1. You can't pick out one small piece of a design and select it's structure. It has to be done as part of the entire design, considering cost, lifetime, location, specifications, local building codes, speed of trains, height, etc.

Depends on the design, but most have been built with rubber tires running on concrete.  The normal reason for steel rails is to have steel wheels for the lowest friction, but steel on steel in a monorail, which is usually up in the air, would have a high noise factor with no damping from being on the ground as traditional rails are.  

  4. Monorail like railways, right? There is no easy way of saying that. I am not sure if I understand your question.
