so as to achieve ideal 2020 visions?

Not really. For one, politics is dirty and you can seldom find harmony between ruling and opposition. Each is trying to bring the other down. The one standing wins. Not based on meritocracy. Sigh.

Budget, depends on whether the govt wants to win votes, right.

And your last point, again, if there are hardliners, it may not be that peaceful.

There is just no moderation.
