The scribbled pen mark is where the Postman has hand cancelled the stamp as it missed the franking machine in the Sortring Office.

Yes, no problem.

you can also use stamps that have a tiny piece torn off - like at the corner when you tear them off a sheet - as long as it's really small and doesn't include the value. or you could try sticking the torn piece on too if it's not too fiddly.
