  1. No, don't use candle wax at all....

First off, the skimboard shouldn't have wax on the bottom of it.  The board should be able to "flow" smoothly over the water without any wax on it.  Like a surfboard, you want a clean surface so the water flows off the board and you can get the "skim" effect.

In terms of the deck of the board, use some surfwax.  Depending on what the water temperature is you are riding the board in, get the right wax.  I'd recommend Mr. Zog's s*x Wax or something similar.  Zog's Quick Humps are pretty good to get a "bump" or beads of wax.  Your feet will stick pretty good to the deck of the board.  You can also get a traction pad to help as well.  Again, similar to a surfboard.

Summary:  Keep the bottom clean of wax, etc.  For the deck, get some surfboard wax and rub it on in circles....

Check out Mr. Zogs site:  http://www.sexwax.com/ (and no its not p**n just in case you are unfamiliar....)
