Would it be rude to ask if my boyfriends brother is handicapped because it's in his genes or because his mother didnt take much care of herself?

Wow, I'm offended and I don't even know the guy. Rude? No. Evil? Yes. His mother probably has a million questions running through her head about what she could have done wrong and people like you don't help.

If the topic comes up, because your boyfriend brings it up, you could ask if it was something he was born with. Let that lead to, do they know the cause. DON"T place any assumed blame on his mother or he will hate you forever.

Yes, it would be rude. How someone became disabled is none of your business unless they want to share that information with you.
