Would my UPS package arrive today?

Question

the actual delivery date is 9/8/08

but right now my package is on L.A. on OUT FOR DELIVERY

and the thing is I do live in LA

why would it take that LONg to arrive to me?

Sounds like it will in fact reach you today.  UPS probably just gave themselves some extra leeway because of the holiday weekend.

If it says "out for delivery" on the UPS tracker, then you will receive it today.
