Would my pc run supreme commander at high settings

I would say yes; i've got a desktop system with a Core 2 Quad 2.4GHz, 3GB RAM and an 8800GT and it can run Supreme Commander at high with 8x AA on top of that.

Even though Supreme Commander relies on the CPU more than most other games do, the GPU is still the most important part, and the 8700M isn't so much worse than the 8800GT. Whilst it may not run well with AA enabled, it should be fine at high settings.
