Would powder make-up (like bare minerals) have to be put in a plastic bag when traveling?

because it's not a liquid, yet im not sure if make-up in general all has to be put inside. and im only bringning a carry-on with me

The Bare Minerals should be fine with no bag because its not a liquid.  The crest strips shouldn't need to be put into your liquid bad either.  Lipstick, lip balm (such as ChapStick), foundation, lotion, those are the types of things that need to be bagged.
