It was  "...some catastrophic and catalysing event, such as a new Pearl Harbor" ( quote from the Project for a New American Century, PNAC) that allowed it to happen. It was in the pipeline, but needed 911 to get it started quickly.

Not unilaterally.  We might have sent troops in under a UN action if Saddam got out of hand again.  As Condi Rice said to the Russians this isn't the 60's and we don't just go around toppling govt's and violating sovereignty.

I seriously doubt if Bush could have pushed his case pre 911 --- but the country went on a feeding frenzy after that and the rest is history.

I am proud to say, I put up with a lot of c**p, almost got fired from my job for standing up and saying Bush is flat out wrong.

I have since been vindicated along with millions of others that were drowned out by the neocon smear machine of name calling and ranting.

The rational of WMD did not need 9/11 because people already knew there were terrorist that wanted to attack us, It would have taken longer to convince  people to go along, but I think it would have played out the same way. Presidents get to do pretty much as they want in foreign policy  and wars, and Bush wanted to invade Iraq from day one.
