Would the end user need to pay?

my business is located abroad in the Far East selling single items of clothing to private 'individuals' in the UK, the cost per item is £49.99.

do i or the end user (the consumer) need to pay import duty or VAT on the purchase? (bearing in mind the low cost per item)?

(tried to talk to Customs and Excise people, but they seem to be robots who have little intelligence)

The person in the UK will have to pay import duty plus 17.5% vat plus carriers fee for handling the tax.
