  1. Well, almost!  It will power up, start charging as soon as you plug it in.  The inital satellite acquisition can take up to 20 minutes but in the meantime, you can plan a route using the software.  I'm more familar with TomTom products, they call it planning a route from point A to B.

  2. Not instantly, but it shouldn't take long.  Generally GPS devices take a minute or two in order to find your location and get a steady signal from the satellites.  It's like the satellites up in space are playing a giant game of where's waldo, except you're waldo way down on earth.  If its taking a really long time, say 10 minutes, you may be able to manually input your location (eg. if you're at home) in your GPS settings in order to help the satellites find your location quicker.  Also, if there is anything that can get in the way of your GPS signal, that can also negatively affect it -- For instance if you're in a parking structure or a dense wood forest.  Make sure that there is a clear view of the sky from your GPS.
