  1. The word 'congested' describes the noun 'traffic' (what kind of traffic-congested). Hence, it is an adjective.

Adverb, on the other hand, describes a verb.

  2. adj. describes a noun, and adv. describes a verb, which is an action word.  So "conjested" is neither a noun or verb, it is a adjective.  Therefore, "very" is an intensifing adverb

  3. adv/  adverb

    ;-) !!!

  4. It's an adjective. One way to tell them apart is that most of the times adverbs end in -ly.
