Would this be considered abuse?

My brother is two years younger than I am. I'm 16. And he's 14.

When he gets really angry he takes it out on me. And just moments ago he got made about something and punched me in the arm twice really hard. He's a minor and so am I and he's younger than me so would this be considered abuse? And our dad's at work when these things happen and yes I let him know everything my brother does to me but my brother still does it anyways....and only when our dad isn't home....

Of course it is; he should never ever hit you, esp with a closed fist like that; tell your dad when he gets home, your brother really needs to be punished for that.
